但目前，我国的社会养老保险制度在实际执行中存在的问题逐渐显现，建立完善的社会保障制度已显得更为重要和迫切——养老保险制度中的社会统筹与个人帐户相结合的基本筹资模式既面临着人口老龄化、支出需要大幅度增加的现实，又存在着缺乏政府的财源支持、企业和个人缴费已不堪重负的问题，这不仅有可能使养老保险基金的供给陷入危机,也会因此增加年轻一代的养老负担,并进一步阻碍中国社会全面改革的进程。这些问题使得中国的养老保险体制正处在一个旧制度变革与新制度选择的关键时期。
在这种情况下，养老保险前进的道路是十分曲折、困难的。本文我通过分析社会养老保险制度的现状以及针对我国社会养老保险在实践中存在的一些问题，查找出现问题的原因，并借鉴国外的一些经过实践而逐渐成熟的经验，尝试提出完善养老保险制度的方案
Social endowmentinsuranceis a kind of socialinsurance,according to the nationallaws and regulations,toreach retirementage is older,the state and societyto provide material help to protecttheir life of the socialinsurance system.Coursereform of China'ssocial pension insurance systemhas beenfor decades,after a number ofexploration and practice,thecapital managementhas gradually formed a"financing mode ofoverall social planning with personal accountcombination";in order to improve themanagementefficiency,equilibriumretiredfeeburden,enhance thefunction of social security,improve the social securitysystem,theendowment insuranceat the provincial level.Through thereform of socialpension insurance system,Chinahas initially establishedthe social securityframework of othersecurityto assist withold-age security as a priority,,toprotect the interests of the masses,to maintain social stability,played an important role indeepening the reform of the economic system.However,at present,our country's social pension insurance systemin the actual implementation of the existingproblemsappeared gradually,the establishment of a sound socialsecurity system hasbecome more and more importantand urgent--basicfinancing modelof the endowment insurance system inthe socialpooling and individualaccountcombiningboth faced withthe aging of the population,the increasing of expenditurereality,and there is alack of government financial support,enterpriseand individual contributionshave been overwhelmed withproblems,which may not onlymake theendowment insurance fundsupplycrisis,will alsoincreasethe burdenof the younger generation,and further hindertheprocess ofcomprehensivesocial reform in china.These issues makeChinaendowment insurance systemis at a critical stage in theselection ofan oldsystem andnewsystem.In this case,the endowment insuranceand the way forward isvery complicated,difficult.In this paper,Ithrough the analysis of the status ofsocial endowment insurancesystem and theproblems ofChina's social pension insurancein the practice,to findthe causes of the problems,andlearn from some foreign countriesthrough the practice ofmature experience,try to put forward a soundsystem of endowment insurancescheme
