The number of AIDS patients is growing rapidly, but many developing countries can not afford high medical costs. As a result, the government has to implement a compulsory license of medicines, which leading to the conflict between the enterprises in developed countries and the governments of developing countries. In this article, by analysing the case of Thailand's compulsory license of compound preparation from ritonavir, we are going to discuss the exploitativeness of compulsory license of medicines and both advantages and disadvantages of such behaviors, then, we will see what inspiration of the implementation of compulsory license of medicines could be got.
