全面预算管理是监督生产经营部门和控制生产经营过程的科学管理方法，因此，保证预算调整的严肃性和权威性显得至关重要。全面预算管理是建立在权、责、利相互结合的基础上的内部各单位的预算管理体系，是企业内部控制系统的核心。然而由于传统全面预算管理体系的弊端，如：全面预算不具备战略导向性，预算与企业整体战略脱节等问题，很大程度上降低了全面预算的权威性和有效性。此外，我国企业的全面预算管理还存在着：认识不到位，没有将预算作为企业管理与经营决策的支撑；缺乏组织体系保障，控制与考评机制尚不健全；有效性差，预算松弛等问题。
随着市场竞争的日益激烈，企业拥有一套较为完善，并且适合自身情况的战略导向型的全面预算管理体系便愈发重要。本篇论文以山东航空股份有限公司为例进行分析，剖析其以往全面预算管理中的问题及分析具体的优化方案。
