Are。因为父亲+母亲一共是2个人，复数。主谓要一致。
Is。因为父亲是单数。还是主谓一致的问题。
to 后面加动词原形。在这句话中，to后面是形容她想要做的事情/动作的。want后已经由s，主谓已一致了。
