The ideas they need to bring down their massive budget deficit down to below 3% of GDP by 2014.这句话中的ideas后面是不是省略了that？为什么省略？这句话中为什么有2个down，第二个down是什么词性？怎么理解？

need是定从中的谓语

也就是 need sth to do sth
down 是谓语 这里down是动词 to below 3% of GDP by 2014.是状语

修饰谓语 will be protected 这句话中的第一个that引导的是宾语从句 作现在分词 knowing的宾语
不能省略 因为 宾从中 的谓语 means 后面也是 省略that 宾语从句
第二个 that 是关系代词引导的是定语从句 因为作从句中的主语 所以不能省略。
句子主干 those will be protected , knowing that 。。。追问
好！但有几个问题：1.we possibly can是定语从句，那先行词是？省略了吗？定语从句必须要先行词吗？从句必须要先行词吗？
2.He went out shutting the door behind him. They stood by the roadside talking about the plan
这2句话怎么没有逗号呢？错了吗？
3.分词做状语，ing从句放主句前和后都可以吗？

定语从句 必须有先行词
现在分词作状语 有时 可以没有逗号

所以 这两句 不是错句

我说错了，不是先行词，是引导词，we possibly can前面没有像that which等的引导词吗？

因为关系代词 代替先行词 作定从中 介词to的宾语 所以可以省略

2、两个down应该是因为现场报道而说重复了；
3、we possibly can修饰 extent，应该是定语吧？
4、that不能省略，它是从句的主语；
5、knowing that 引起的从句应该是解释原因，“因为我们知道。。。。。”
第二句翻译：在了解到危机的规模意味着没有人能躲避贡献那些必需为国家恢复做的贡献（的情况下），做这些用这种方式，那就是确保那些拥有最多的能做最多的贡献，那些拥有少的能被保护最大限度的（贡献）（这里“贡献”被省略了，根据上下文意思可以看出来的）尽我们最大的可能。
we possibly can 做的是状语成分，修饰前一句话“those.......extent"。knowing......整个句是状语成分，修饰整句话，那个that不能省略，是konw that......了解到........
