答案是C， 但动词要用belongs 才对 。 b， d 错在宾语从句里还用了疑问句语序。 A 句结构意思也不反对。
第二题选A 影响influence， effect后面的介词用on， no =not any,所依后面用单数好一些，所以D也不好。

为什么不是C whom the garden belong? 宾语从句不是陈述句语序吗？
C选项不对吗？为什么要用had呢？
1 对。C确实是陈诉距语序，但是谓语belong不正确，因为主语the garden是单数，谓语也要单数，要加s, 所以正确答案应该是 whom the garden belongs to
2. 也是主谓单复数的错误，主语是：What the teacher said 是单数，所谓谓语也要单数，have是复数，不正确，要用has, D选项符合，但是 因为短语 effect不可数 ,所以不选D，只能选A，had no effect on，过去式。
